2010 OUTLOOK: Nearly $3 Trillion in Expiring Tax Cuts Await Congressional Action after Health Bill

Lawmakers are unlikely to get a rest after Congress completes its grueling march toward an overhaul of the nation’s health care system because of a long list of “must-pass” legislation needed to keep taxes from rising across the board in 2011.

With most of its focus on economic stimulus efforts and health care legislation during 2009, Congress ran out of time at the end of the year to halt a planned one-year repeal of the estate tax or extend dozens of expiring tax cuts.
