The Federal Reserve Board Feb. 19 proposed several last-minute changes to rules that limit overdraft charges on transactions at automated teller machine (ATM) and one-time debit card transactions, and threatened to ban any and all overdraft fees by July 1—including those not covered by the ATM and debit card rules—unless financial institutions have the changes in place by that time…
